[Openstack] [Horizon][Keystone] Migration to keystone v3

Yes keystone:5000 is my endpoint.

OPENSTACK_KEYSTONE_URL = "http://%s/v3 <http://%s/v3>" % OPENSTACK_HOST

Still not working.
