Several bugs related to VPC/rVR have been fixed since 4.7, can you try the scenario against latest 18.104.22.168? If it suits you may advise your customer to upgrade.

Thanks for the reply. We saw this issue in our customer setup. we are using
kvm hypervisor and cloudstack 4.7.1
